Their shelf life has expired, and their delivery was blocked by the Trump administration. This refers to a batch worth $800,000, intended for the emergency nutrition of 1.5 million children. The biscuits provide a child's daily requirement of vitamins and calories and are used in disaster and military conflict zones.

The food was stored in Dubai; it was purchased by USAID during the Biden era. Officials had been asking the new USAID leadership since January to send the biscuits while they were still fit for consumption.
