Who Should Negotiate with Azerbaijan on Artsakh? Ocampo's Proposal

Luis Moreno Ocampo has stated that Armenia cannot represent Artsakh in negotiations with Azerbaijan, and proposes that the interests of the people of Artsakh be protected by the "Swiss Peace Initiative in Nagorno-Karabakh."
