In a letter addressed to EU countries, European Commission President Ursula von der Leyen has demanded to expedite the resolution of the issue of 135.7 billion euros in financial aid to Ukraine, stating that "there is almost no time left." She proposed three main options:
- grants from member states,
- a loan raised by the EU from financial markets,
- a loan related to Russia's frozen assets.
According to von der Leyen, these options can be combined. The decision must be made at the summit in mid-December, so that payments can begin in the second quarter of 2026.
It is noteworthy that in the same letter, the head of the European Commission mentioned that the war in Ukraine should end by the end of next year.
