US Peace Plan: Ukraine Cedes Land for Security Guarantees

The US has presented Ukraine with a new, comprehensive plan for resolving the war, the details of which, upon being published in Ukrainian media, have not been unequivocally received in Kyiv or the European Union. The document, presented to President Zelenskyy, envisages serious territorial concessions and Ukraine's neutrality, but at the same time, American security guarantees and a large economic recovery package. The publication is not yet official.
The Ukrainian publication "Strana" has published the full text of Trump's "peace plan," which consists of 28 points.
- Ukraine's sovereignty will be established.
- A full and comprehensive non-aggression agreement will be signed between Russia, Ukraine, and Europe. All uncertainties of the last 30 years will be considered resolved.
- It is expected that Russia will not invade neighboring countries, and NATO will no longer expand.
- A dialogue will be held between Russia and NATO, mediated by the US, to resolve all security issues and create conditions for de-escalation.
- Ukraine will receive reliable security guarantees.
- The size of Ukraine's armed forces will be limited to 600,000 personnel.
- Ukraine agrees to enshrine in its Constitution that it will not join NATO, and NATO agrees to include a provision in its charter that Ukraine will not be admitted to the alliance in the future.
- NATO agrees not to deploy troops in Ukraine.
- European fighter jets will be stationed in Poland.
- US guarantees:- The US will receive compensation for the guarantee.- If Ukraine invades Russia, it will lose the guarantee.- If Russia invades Ukraine, in addition to a decisive coordinated military response, all global sanctions will be reinstated, and the recognition of new territories and other benefits of this deal will be canceled.- If Ukraine launches a missile at Moscow or St. Petersburg without cause, the security guarantee will be considered void.
- Ukraine has the right to join the EU and will receive short-term preferential access to the European market while the issue is being considered.
- A powerful global package for Ukraine's recovery, which includes, but is not limited to:a) Creation of a Ukrainian Development Fund to invest in rapidly growing sectors (technology, data centers, artificial intelligence).b) The US will cooperate with Ukraine to jointly restore, develop, modernize, and operate Ukraine's gas infrastructure.c) Joint efforts to restore war-affected areas and modernize cities and settlements.d) Infrastructure development.e) Extraction of minerals and natural resources.f) The World Bank will develop a special financing package to accelerate these efforts.
- Russia will be reintegrated into the global economy:a) The lifting of sanctions will be discussed and agreed upon in a phased and individual manner.b) The US will sign a long-term economic cooperation agreement with Russia for joint development in energy, natural resources, infrastructure, artificial intelligence, and other mutually beneficial areas.c) Russia will be invited to return to the G8 (Group of Eight).
- Frozen assets will be used as follows: $100 billion of Russian assets will be invested in the US-led effort for Ukraine's recovery. The US will receive 50% of the profits from this enterprise. Europe will add another $100 billion. Assets frozen in Europe will be unfrozen. The remaining Russian assets will be invested in a separate US-Russian investment vehicle.
- A joint US-Russian working group on security issues will be created to ensure the implementation of the agreement's provisions.
- Russia will legislate a policy of non-aggression against Europe and Ukraine.
- The US and Russia will agree to extend nuclear non-proliferation and arms control treaties.
- Ukraine agrees to be a non-nuclear state.
- The Zaporizhzhia Nuclear Power Plant will be operated under the supervision of the IAEA, and the electricity produced will be distributed equally between Russia and Ukraine on a 50/50 basis.
- Both countries commit to implementing educational programs in schools and society aimed at tolerance towards different cultures.a) Ukraine will adopt EU rules on religious tolerance and protection of linguistic minorities.b) Both countries will cancel all discriminatory measures and guarantee the rights of Ukrainian and Russian media and education.c) All Nazi ideology and activities must be rejected and banned.
- Territorial issues:a) Crimea, Luhansk, and Donetsk will be recognized as de facto Russian, including by the US.b) Kherson and Zaporizhzhia will be frozen along the line of contact, which will mean de facto recognition along the line of contact.c) Russia relinquishes other agreed-upon territories under its control outside the five regions.d) Ukrainian forces are withdrawn from the part of the Donetsk region they currently control, and this territory will be considered a neutral demilitarized buffer zone, internationally recognized as belonging to the Russian Federation. Russian forces will not enter this zone.
- After agreeing on future territorial arrangements, both the Russian Federation and Ukraine commit not to change them by force.
- Russia will not obstruct Ukraine's use of the Dnieper River for commercial purposes, and agreements will be reached on the free transport of grain through the Black Sea.
- A humanitarian committee will be created to resolve outstanding issues (prisoner exchanges, return of civilians, family reunification).
- Ukraine will hold elections after 100 days.
- All parties involved in the conflict will receive a full amnesty for actions committed during the war.
- This agreement will be legally binding. Its implementation will be monitored and guaranteed by a Peace Council headed by President Trump. Sanctions will be provided for violations.
- After all parties agree to this memorandum, a ceasefire will come into effect immediately after both sides withdraw to the agreed-upon points.
According to the Financial Times, the US expects President Zelenskyy to sign the agreement by November 27, after which it will be presented to the Russian Federation with the aim of completing the process by early December.
Meanwhile, according to Axios, the Trump administration has tried to assure Ukraine and European allies that the published plan is a "working version of the document" and that their positions will be taken into account. A US official noted that the plan is a "framework of ideas" that includes both Ukrainian and Russian positions. "If people don't like certain parts of the plan, let us know, and we will try to find a compromise," said the US administration representative.
In response, Ukrainian President Volodymyr Zelenskyy has adopted a cautious stance. "The American side has provided its proposals, the points of the plan to end the war, their vision. We will not make any sharp statements and are committed to clear, honest work with the US and our friends and partners in Europe and the world," he noted, adding that he would soon speak with President Trump.
