Over the past day, tension has escalated again in the theater of military operations: both Russian energy facilities and Ukrainian civilian infrastructure have been hit. On the night of October 31, residents of the Russian city of Oryol reported explosions, the target of which, according to OSINT analysis, was the local thermal power plant (TPP). Analysts from the ASTRA project claim that one of the strikes hit an open switchgear (OSG)—the part of the substation responsible for receiving and distributing electricity. This is what caused the power outage in the city. Cameras recorded two strikes on the TPP.
The head of the region, however, reported that fragments of a downed drone fell on the TPP's territory, which damaged the power supply equipment. He assured that there were no casualties or fires, and the electricity supply has been almost completely restored. It is noteworthy that some residents expressed doubts that the attack was carried out by UAVs, noting that there was a missile threat warning before the attack. The Oryol TPP is the largest supplier of electricity and heat in the region.
Simultaneously, the "Vladimirskaya" electrical substation in the Vladimir region, another of the region's important energy facilities, was attacked. ASTRA published a video of the fire that broke out at the substation. The governor confirmed the fact of the attack on the infrastructure near the city of Vladimir, noting that all systems continue to operate in normal mode.
In turn, the State Emergency Service of Ukraine reported on the consequences of the Russian attack on the city of Sumy.
According to preliminary data, 11 people were injured, including four children. The strike hit a residential area and infrastructure. Specifically, a nine-story residential building was shelled, resulting in a fire in five apartments and on seven balconies on the upper floors. Rescuers evacuated 12 residents. In the private sector, two utility buildings burned down, and a single-story building was damaged by the blast wave. The greatest destruction and fires, according to the report, were recorded at an infrastructure facility.
