Russia to Extend Gasoline Export Ban Until End of 2025

The Russian government will extend the ban on gasoline exports until the end of the current year and will impose an embargo on diesel fuel exports for non-producers for the same period. Deputy Prime Minister Alexander Novak announced this to journalists on September 25. "We will soon extend the ban on gasoline exports until the end of the year, and a ban on diesel fuel exports for non-producers will also be introduced, also until the end of the year," he said. Novak noted that this measure will allow for additional supply of petroleum products to Russia's domestic market.
Earlier, on August 27, the Russian government had imposed a temporary ban on the export of automobile gasoline. It is in effect until October 31, inclusive. The government clarified that the decision is aimed at maintaining a stable situation in the domestic fuel market.
It should be recalled that according to open sources (Reuters, Kyiv Independent, Euronews, etc.), Ukrainian drone attacks in August-September 2025 caused significant damage to Russia's oil refining infrastructure. These attacks targeted oil refineries, storage facilities, and export terminals, leading to plant shutdowns, the need for repairs, and logistical problems. In total, about 15 oil refineries were hit (Russia has 38 main plants), which led to a domestic fuel shortage, a reduction in exports, and disruptions in global markets. The attacks led to a sharp decline in Russia's oil refining capacity, reaching a reduction of 17-20% on some days. A fuel shortage arose in the domestic market, and exports were reduced.
