Prosecutor Moves to Terminate "Harsnakar" Hotel's Land Lease

The Prosecutor General's Office has sent a petition to the director of "Sevan National Park" SNCO regarding the termination of the lease agreement for a 2.8-hectare land plot concluded on December 2, 2002, between the SNCO and "Noralusin" LLC, the alienation of the properties fixed on the land plot to "Sevan National Park," and taking measures to have the lessee vacate the land plot.
The Prosecutor General's Office, within the scope of its authority to protect state interests, has studied the lease agreement for the 2.8-hectare land plot concluded on December 2, 2002, between "Sevan National Park" SNCO and "Noralusin" LLC and has discovered a number of violations.
As a result of the study, it was found that:
There was no basis for concluding the lease agreement. Specifically, the data on the competition protocol were not mentioned in the contract and the protocol is not available, which means that no competition was held.
In response to a query from the Prosecutor General's Office, "Sevan National Park" SNCO informed that on September 10, 2025, it sent a notification to "Harsnakar" LLC regarding a change in the property's cadastral value, despite the fact that, according to information received from the Cadastre Committee, the property's cadastral value changed in 2021 (the cadastral value of the address Sevan city, Yerevan highway 48/6 is 452 million 944 thousand drams). The annual rent stipulated by the contract is 1.61 percent of the cadastral value; consequently, from January 2021 until the day the notification was sent by the SNCO, September 10, 2025, the SNCO did not receive the rent formed as a result of the change in the cadastral value, which amounts to 7 million 292 thousand drams annually (the total rent for the period from January 1, 2021, to September 10, 2025, is about 34 million 600 thousand drams).
The officials of "Sevan National Park" SNCO did not take measures to terminate the lease agreement concluded with the LLC after its expiration and to alienate the buildings and structures built on the state-owned land plot to the SNCO or to leave them at the SNCO's demand and to have the lessee vacate the land plot.
Based on the violations found as a result of the study, a crime report was submitted to the Anti-Corruption Committee. The Anti-Corruption Committee has initiated criminal proceedings on the grounds of official crime.
At the same time, the Prosecutor General's Office has sent a petition to the director of "Sevan National Park" SNCO to take measures to terminate the lease agreement for the 2.8-hectare land plot concluded on December 2, 2002, between the SNCO and "Noralusin" LLC, to alienate the properties fixed on the land plot to "Sevan National Park," and to have the lessee vacate the land plot.
As a reminder, the Prosecutor's Office has sent another petition to the director of "Sevan National Park" SNCO to take measures to terminate the contracts regarding the real estate located in Drakhtik, registered in the name of the mother of the wife of former Police Chief Vladimir Gasparyan. As a result of this study, criminal proceedings have also been initiated in the Anti-Corruption Committee on the grounds of official crime.
