MoD Officials Accused of Embezzling 1,130 Liters of Fuel

Based on materials received from the Military Police of the RA Ministry of Defense, the preliminary investigation carried out in the criminal proceedings initiated in the RA Anti-Corruption Committee has substantiated that the person holding the position of head of the automotive and fuel services of the N military unit of the RA MoD, using his official powers, with the assistance of the company commander and a number of other persons, from January 2024 to April 2025, by entering obviously false information into official documents, embezzled the coupons for 1130 liters of gasoline fuel that were actually entrusted to his disposal. This is reported by the Anti-Corruption Committee.
In particular, it was found that during the above-mentioned period, instead of allocating official cars to the medical staff being transported on assignments to various garrison hospitals, the said official, not refusing the requests of some doctors to travel on assignments in their personal cars, instructed the servicemen under his command to draw up corresponding travel documents for the purpose of receiving gasoline fuel coupons and transferring them to him.
To carry out this instruction, the company commander drew up travel documents for trips to various garrison hospitals and handed them over to the drivers, who entered false information in them about routes that were not actually taken and other data, and then the coupons for gasoline and diesel fuel received on the basis of the same travel documents were transferred to the MoD official and the company commander.
As a result, from January 2024 to April 2025, a total of 1720 liters of gasoline and diesel fuel coupons received on the basis of forged travel documents were transferred to the MoD official, who allocated 590 liters to doctors traveling on assignments in their personal cars, and personally disposed of the embezzled 1130 liters of gasoline and diesel fuel coupons, causing damage to the state in the amount of 514,550 AMD.
The MoD official has been charged with embezzlement and official forgery under Article 256, part 2, points 2 and 3, and Article 445, part 2 of the RA Criminal Code. Charges have also been brought against the company commander who assisted him and committed official forgery, and one of the drivers. The damage caused to the state has been fully recovered during the preliminary investigation.
The preliminary investigation in the criminal proceedings has been completed. The case materials, along with the indictment, have been handed over to the supervising prosecutor with a motion to confirm it and send it to court.
