With the Washington agreements of August 8, it was recorded that there is now peace between Armenia and Azerbaijan
"We are not saying an agreement has been signed; yes, it has been initialed, there will be actions, but I assume that the subsequent stages of signing and ratification may not even be able to surpass the initialing in their weight," stated Mirzoyan.
There is no provision in the initialed treaty that is significantly good for one country and bad for another
"The initialed treaty and the signed declaration stem from and are built on mutual benefit for both countries," stated Mirzoyan, addressing the question that there have been many cases in the world where treaties have been violated, and what is the guarantee in this case that the Armenia-Azerbaijan treaty initialed on August 8 will not be violated.
The land through which the infrastructure will pass in the territory of the RA, which will also be used by Azerbaijani trains, will belong to the Republic of Armenia
According to the Foreign Minister, the talks about leasing the route for 99 years do not correspond to reality for now.
"Why do I say for now, because what is clear is written and published; the remaining details still need to be discussed," said the minister, stressing that the issue of land ownership cannot be disputed.
On the return of sovereign territories of Armenia under Azerbaijani control
"There are sovereign territories of the RA that are under Azerbaijani control, and by the same logic, on the same legal basis, with the same maps, there are territories of Azerbaijan that are under our control. We have an understanding that the return of these territories must take place within the framework of the delimitation process. I am talking about all the territories."
We do not share Azerbaijan's opinion that there is a problem in the RA Constitution
He noted that the topic of the Constitution was not discussed in Washington, although Armenia has heard the statements of the Azerbaijani side about it from the previous period.
"We also see problems in their Constitution, but we think that the [peace] treaty can solve those problems, and there is no need to change the constitutions.
We have not undertaken an obligation to any country to change our Constitution; we have been talking about changing it since 2018. The part referring to the Declaration has been added to this conversation," said the minister.
