Russian Foreign Minister Sergey Lavrov has confirmed that the Russian side has already received the preliminary peace plan developed by the US through unofficial channels. However, as Lavrov clarified, this is still an unofficial document, and President Donald Trump's official plan has not yet been transmitted to Russia.
The head of the Russian foreign policy department emphasized that the received text is not final and contains points that require additional work. According to Lavrov, a number of formulations in that plan need clarification and explanation, which implies that the document is still in the development stage.
Moscow's position at this moment is one of waiting. The Kremlin expects a version of the document from Washington that the American side will consider "interim," having completed the agreement process with its allies. Lavrov detailed that before presenting an official proposal to Russia, the United States must complete the stage of agreeing on the text with its European partners and the Ukrainian side. Only after a consensus is reached among the three parties—the US, Europe, and Ukraine—will Moscow be ready to consider the proposal.
Nevertheless, Russia is already putting forward clear preconditions or so-called "red lines." Sergey Lavrov placed special emphasis on the agreements reached in Anchorage. He warned that the preservation of the "spirit and letter of Anchorage" is of fundamental importance for Russia. This refers to the key understandings and agreements that were fixed within the framework of that meeting.
The minister made it clear that if the fundamental provisions of Anchorage are left out or deleted from the final or interim plan presented by the American side, the situation will change radically. "In that case, of course, it will be a fundamentally different situation," Lavrov noted, hinting that without the preservation of these key points, the peace plan may not be acceptable to Russia.
Lavrov also touched upon Europe's role in the settlement process. At the moment, Moscow does not consider Europe a leading actor in this matter; according to Lavrov, Europe had opportunities to put forward settlement options, but failed them.
