Court Upholds Guilty Verdict for Hrayr Tovmasyan

On September 30, 2025, the Anti-Corruption Appellate Court left unchanged the verdict of the Yerevan City First Instance Court of General Jurisdiction regarding the former Minister of Justice of the RA, Hrayr Tovmasyan, finding him guilty of committing crimes under Article 308, Part 1 of the Criminal Code adopted on 18.04.2003. The imputed acts related to Hrayr Tovmasyan's abuse of official powers during his tenure as the Minister of Justice of the RA.
It should be recalled that the Yerevan City First Instance Court of General Jurisdiction, by its verdict of September 20, 2024, had found Hrayr Tovmasyan guilty but released him from criminal liability on the grounds that the statute of limitations had expired in 2019.
The prosecutor had filed an appellate complaint against the verdict regarding the reclassification of the acts and the application of the statute of limitations, while the defense lawyers had filed complaints requesting his acquittal. On September 30, 2025, the Anti-Corruption Appellate Court decided to reject the appeals and leave the verdict unchanged.
