The Investigative Committee reports that public criminal prosecution has been initiated against 29 participants of the mass disorders that took place in Gyumri.
"As we have already reported, the Shirak Regional Investigative Department is conducting a preliminary investigation of a criminal proceeding initiated on the occasion of participation in mass disorders, interference with the legal official or political activities of an official, and interference with the administration of justice or the investigation of a case.
During the preliminary investigation of the criminal proceeding, apparent factual data were obtained that on October 20, 2025, in order to obstruct the investigative actions carried out by the investigators within the framework of a criminal proceeding being investigated by the RA Anti-Corruption Committee in the administrative building of the Gyumri municipality, a group of people gathered near the administrative building of the Gyumri municipality, including at the entrances and in the administrative building, who, by carrying out various actions, interfered with the investigation of the case and committed mass disorders threatening public security.
Specifically, the latter made calls to block the entrances of the administrative building of the municipality, so that it would not be possible to transport the arrested persons who were in the administrative building of the municipality, damaged the tires of the police service vehicle, the property of the administrative building of the municipality, during which, in order to interfere with the legal official activities of the police officers, they used violence against the latter, threw lighters and bottles in their direction, and made insulting statements addressed to them.
During the preliminary investigation of the criminal proceeding, 37 people were arrested.
Public criminal prosecution has been initiated against 19 people under Article 327, Part 1 of the Criminal Code (participation in mass disorders) and Article 486, Part 2, Clause 1 (interference with the administration of justice or the investigation of a case by a group of persons with prior agreement), against 10 people under Article 486, Part 2, Clause 1 (interference with the administration of justice or the investigation of a case by a group of persons with prior agreement) and Article 46-327, Part 1 (incitement to participate in mass disorders).
