Luciana Minassian and Linda Euljekjian have issued a statement to document the communication restrictions on Vigen Euljekjian, a citizen of Armenia held in Baku's Umbak prison.
  1. In November 2025, Mr. Vigen Euljekjian was not allowed to communicate with his family by telephone.
  2. As of the date of this statement, his wife, Linda Euljekjian, has not received any message or information from him for more than forty-five (45) days. All the family's efforts to obtain information about his condition, treatment, and well-being have been unsuccessful, as the Azerbaijani authorities and other relevant bodies have not responded.
  3. After the expulsion of the International Committee of the Red Cross (ICRC) from Azerbaijan by government bodies, detained persons, including Mr. Euljekjian, are unable to send and receive humanitarian messages—a process that was previously carried out under the supervision of the ICRC.
  4. The complete lack of communication, coupled with the absence of independent humanitarian monitoring, raises serious concerns about Mr. Euljekjian's safety, treatment, and overall well-being.
This statement is intended to officially record the prolonged lack of communication with Mr. Vigen Euljekjian and the ongoing concerns. We respectfully request the attention and further action of relevant international actors and organizations, the statement-alarm says in particular.
