A study conducted by the Prosecutor's Office of Tavush region, within its authority to protect state (community) interests, revealed that on July 10, 2013, a contract was signed between the Dilijan community and the "Yerkrapah Volunteer Union" NGO. According to the contract, a part of the kindergarten building, with an area of 286.5 sq.m., located at 63/2 Ordzhonikidze Street in the Dilijan community (total building area 1163.3 sq.m.), was provided to the "Yerkrapah Volunteer Union" NGO for gratuitous use for the purpose of creating a "Patanani Yerkrapah" (Young Defender) club branch.
The study found that the part of the kindergarten building allocated for gratuitous use has not been used for its intended purpose for more than 12 years and is not being used at present either.
Based on a crime report submitted by the Tavush Regional Prosecutor's Office regarding the case, a criminal proceeding has been initiated in the Tavush Regional Investigative Department of the Investigative Committee under Article 446, Part 1 of the Criminal Code (official negligence).
During the preliminary investigation, as a result of measures taken by the Prosecutor's Office of Tavush region and the Tavush Regional Investigative Department, the right of gratuitous use of the "Yerkrapah Volunteer Union" NGO over the 286.5 sq.m. area of the kindergarten building located at 63/2 Ordzhonikidze Street, Dilijan, Tavush region, has been terminated; the part of the kindergarten building has been returned to the Dilijan community.
