"Civil Contract" Declares Establishment of a Fourth Republic

In the 2026 regular parliamentary elections, will appeal to the people with a request to extend its mandate for the Government of the Republic of Armenia for another 5 years, expecting to form a constitutional majority. After receiving the people's vote of confidence in the elections, will initiate the process of adopting a new Constitution of the Republic of Armenia through a national referendum.

Will rely on the concept of the inviolability of the 29,743 square kilometer internationally recognized sovereign territory of the Republic of Armenia based on the 1991 Alma-Ata Declaration, and the borders encompassing that territory, both from within and without.

Will activate efforts aimed at the Republic of Armenia's accession to the European Union, not opposing it to regionalization, as well as a balanced and balancing foreign policy.

Will continue the implementation of the mandate formulated by the people to establish peace and good-neighborliness with all neighbors, will make efforts to continuously institutionalize peace and good-neighborliness, based on the principles of mutual respect for territorial integrity, sovereignty, and the inviolability of internationally recognized borders.

Will encourage the launched and successfully ongoing process of confiscation of illicit property, protection of state and community interests, and the return of illicit property through other procedural tools, will deepen the anti-corruption struggle, and will develop anti-corruption mechanisms.

Will continue democratic reforms, strengthening the power of the people, activating transparent, inclusive, participatory, and effective governance tools, efforts aimed at the development of an independent judicial system, and the process of further development and strengthening of other democratic institutions.

Will promote the citizens' practice of building prosperity through education and work, will support the policy of substantive reforms in education and the renewal of physical infrastructure, emphasizing the system-forming significance of the Academic City.

Will encourage inclusive, productive, creative, free, and competitive economic activity, will continue to encourage the launched process of unblocking, and will provide comprehensive support to the "Crossroads of Peace" project, viewing economic development as a state interest.

The delegates of the 7th regular Congress of the "Civil Contract" Party, adopting this Declaration, kneel before all the martyrs of all times of the Armenian people, considering the establishment of the Fourth Republic of Armenia with peace, sovereignty, and territorial integrity as the most venerable means of commemorating their memory and the most valuable tribute paid to their sacrifices.
