Armenian Parliament Debates Participation in EU Crisis Operations

In accordance with Article 100 of the RA Constitution and Article 41 of the Constitutional Law "Rules of Procedure of the National Assembly," an extraordinary session of the National Assembly was convened on November 28 at the initiative of the deputies of the National Assembly. The agenda included the draft law "On Ratifying the Agreement between the Republic of Armenia and the European Union on Establishing a Framework for the Participation of the Republic of Armenia in European Union Crisis Management Operations."

According to the information provided by the Deputy Minister of Foreign Affairs of the RA, Vahan Kostanyan, the agreement was signed on June 30, 2025. It was noted that the parties wish to establish general conditions for Armenia's participation in EU crisis management operations, instead of defining these conditions for each specific case and each operation in an agreement defining the framework for such possible future participation.

According to the main rapporteur, the agreement provides an opportunity to make the best use of the European Union's experience and knowledge in the field of crisis management. Taking into account that the partnership agenda between the Republic of Armenia and the European Union has recently been supplemented with cooperation in the security and defense sectors, the agreement will create an opportunity for deepening and further expanding cooperation in these areas as well.

On June 30, 2025, a notification was received from the EU about the completion of the necessary domestic procedures for the agreement to enter into force.
