Corruption has not only not been eliminated, it has not even been reduced; it has been redistributed among representatives of the "revolutionary" elite.
The government's fight against corruption is a sham, under which corruption has become systemic, widespread, and unpunished. Under the promise of transparency, the current administration has created an environment of unprecedented corruption, where lucrative state contracts and privileges are granted to a circle of oligarchs and loyalists. The previously declared anti-corruption commitments, based on transparency, the rule of law, and institutional control, have de facto turned into a formality, while in real life, Armenia is facing a new quality of corruption: a centralized, unpunished, and disguised system.
These circumstances hinder the development of the RA's governance system, undermine the free competitive foundations of the economy, and pose a most serious threat to the institutional stability of Armenia's statehood.
Lack of Accountability.
High-ranking officials operate with impunity, while anti-corruption bodies have weaponized the laws against political opponents rather than using them for a real fight against bribery. The current situation testifies not only to the flawed application of anti-corruption mechanisms but also to the fact that state oversight bodies have become a tool of political influence, devoid of institutional independence.
Personnel policy is based from top to bottom on servility, not merit, which further demoralizes and dismantles the state administration system. This has undermined the effectiveness of state structures, reduced citizens' trust in the civil service, and deepened the demoralization of the state system.
Economic Decline and Social Despair
The country's socio-economic structure has been distorted:
The socio-economic situation in the RA in recent years has been characterized by inefficient governance, a lack of economic strategy, and deepening social inequality. State policy aimed at the economy and the social system does not ensure stability, inclusive growth, or a significant improvement in the population's living standards, as a result of which deep structural problems have arisen in the Republic of Armenia.
The economy is paralyzed by insecurity, mass emigration, and the collapse of investor confidence. The government has no consistent plan or clear strategy for economic stabilization or growth, which is leading to an actual increase in poverty and unemployment. Despite official statements about macroeconomic indicators, the economic reality is different and is characterized by a continuous decline in the purchasing power of the majority of the population, a deepening of unemployment and poverty, as well as high rates of emigration, conditioned by the lack of jobs, social protection, and future prospects.
Humanitarian Crisis.
The state, in the person of the current government, has seriously failed in its programs aimed at the social protection, humanitarian support, and long-term integration policies for our more than 140,000 compatriots forcibly displaced from Artsakh. There are no comprehensive strategic approaches and locally coordinated programs that would ensure their minimum living conditions, access to work and education, and medical and social services. This situation not only deepens the human tragedy of the refugees but also demonstrates the state's unpreparedness to respond adequately to national crises.
This comprehensive failure in all directions is not accidental. It is the direct result of Nikol Pashinyan's policy, decisions, and personal conduct. His criminal mistakes led to the loss of Artsakh. His negligent diplomacy ignores the presence of our prisoners of war. His authoritarian tendencies led to the imprisonment of his dissidents. His administration fostered a new level of corruption. His inefficient economic management has placed the Republic of Armenia before the most serious economic problems.
Therefore, we declare that Nikol Pashinyan has irreversibly lost the legitimacy to govern. His continued tenure in office is an existential threat to the Republic of Armenia.
The government's disastrous performance in all areas of state administration—security, foreign policy, economy, and social welfare—demonstrates its fundamental incompetence and lack of vision. The impact of these failures endangers the future of Armenian statehood.
Therefore, we declare that at this moment, the only constitutional solution to the national emergency is the process of expressing no confidence in the prime minister by the National Assembly, which presupposes the following sequence of steps:
Consolidation of MPs around the idea of expressing no confidence in the prime minister.
Formation of a transitional government of national unity, whose priorities must be: to stabilize the national security situation, restore the rule of law, release all political prisoners, and guarantee democratic freedoms, restore an atmosphere of public solidarity, organize free, fair, and competitive parliamentary elections, halt the decline of Armenia's international reputation, protect the country from economic shocks, and advance the issue of the return of prisoners of war and the military-political leadership of Artsakh on international platforms.
We call on all political forces, civil society, and individual citizens who believe in the future of Armenia to unite around the most realistic way to change the government at this moment: the process of expressing no confidence in the prime minister.
The time for change is now, before new, imminent, and possibly devastating disasters strike.
