Armenia Approves German Aid, Adds Mortgage Refund Funds

The regular session of the Government took place on October 2. The agenda included 31 issues, 28 of which were not reported on. The session was chaired by Deputy Prime Minister Mher Grigoryan.
The executive approved the "Technical Cooperation" agreement to be signed between the governments of Armenia and Germany, according to which 6 million euros will be allocated for the development of the private economy and primary and secondary vocational education in Armenia, 6 million euros for sustainable energy for the climate-resilient development of Armenian communities, and up to 3 million euros for the integrated development of Armenian communities.
By another decision, the government allocated additional funds to ensure the refund of paid mortgage interest. It was noted in the justification that in the last months of 2024, a sharp increase in borrowers was recorded, which led to a larger-than-expected increase in the volume of refundable amounts, which necessitated the provision of additional funds in this year's state budget to carry out the refund process. In particular, the number of beneficiaries of the program was 50,000 in 2024, and in January-August 2025, it has already reached 62,000.
