Armenia to Launch Unified Electronic Notification System

It is proposed to introduce a unified electronic notification system in Armenia, which will allow establishing a clear procedure for when a person is considered duly notified. The project, which aims to modernize and make existing mechanisms more effective, was presented at the National Assembly session on November 11 by the Minister of Justice, Srbuhi Galyan.
According to the Minister, the implemented system will guarantee that a notification that has passed all stages will be considered legitimate, regardless of whether the addressee has personally familiarized themselves with it or not.
How will the system work? A special electronic platform will be created for individuals, where access will be possible exclusively through strict identification methods: an ID card or mobile identification. "The notification will be posted on that platform, and if the person logs into the platform, they will be considered notified," Galyan clarified. Citizens can also provide additional means of communication (email, phone number) to receive information about receiving a notification on the platform.
If a person does not enter the platform and does not get acquainted with the notification, the next step is activated: hybrid mail. The electronic notification is automatically transferred to the postal service, which prints it, puts it in an envelope, and sends it by registered mail to the person's registration address. "We have left this option to avoid possible problems," the Minister noted, emphasizing that this is the second guarantee.
If on the 7th day after sending it this way, it turns out that the person has not received the letter or has refused to receive it, the notification is published on the azdarar.am website. Seven days after being posted on this platform, the person is finally considered duly notified.
New opportunities for legal entities
Another important innovation of the project is that not only state and local self-government bodies will have the opportunity to join the electronic notification platforms, but also legal entities and individual entrepreneurs. This means that notifications sent by them electronically will also be considered proper.
Vladimir Vardanyan, a deputy from the "Civil Contract" faction, emphasizing the importance of the project, noted that although those who evade notifications will continue to do so, this system will make the process of notifying citizens incomparably more effective in terms of speed, content, and preservation of the fact of notification.
