Armenia Hires US Law Firm Arnold & Porter for Stockholm Arbitration

The Prime Minister's Office proposes to allocate the equivalent of $1,093,750 in drams to itself in the second half of this year for the protection of the RA's interests in the Stockholm arbitration case. This issue was included in the package of non-reportable issues of the government's August 21 session.

According to the official source, the interests of the RA in the Stockholm arbitration case will be represented by the Arnold & Porter company operating in the United States of America, which has been particularly successful in cases of protecting the interests of states within the framework of investment arbitration proceedings, in 53 of the last 60 decisions (success in about 93% of cases).

The company has offered a total of 3,250,000 US dollars to represent the interests of the RA in the said case, which does not include applicable taxes established by the legislation of the RA, expert expenses, arbitration proceeding expenses, translation and printing expenses, and other payments (travel expenses and accommodation), etc.

Based on the foregoing and taking into account that the purchase is made outside the territory of the RA and the application of other forms of procurement is impossible in terms of time, it is planned to make the purchase from a single person in accordance with Article 23, Part 1, Clause 5 of the Law of the Republic of Armenia "On Procurement".

It should be noted that the company will need to ensure payment from the moment of actual provision of services, including for the services to be provided before the conclusion of the contract with the latter.

Therefore, the effect of this decision extends to the actually arisen relations, and it is necessary to allocate the equivalent of 1,093,750.0 US dollars in RA drams to the RA Prime Minister's Office in the second half of 2025 (includes applicable taxes established by the legislation of the RA).
