Armenia, EU Sign New Strategic Agenda in Brussels
2 DEC 2025 15:15
Brussels Breakthrough: Armenia and the EU have signed a new strategic agenda. The relations between Armenia and the European Union are entering a qualitatively new and deeper stage of development. The sixth meeting of the Armenia-EU Partnership Council in Brussels was marked by a key event: the parties officially signed the strategic partnership agenda.
This cornerstone document for bilateral relations was signed by the Minister of Foreign Affairs of the Republic of Armenia, Ararat Mirzoyan, and the High Representative of the Union for Foreign Affairs and Security Policy, Kaja Kallas. In this regard, Minister Mirzoyan noted in his speech:
"We adopted the new Armenia-EU strategic agenda, which complements the Comprehensive and Enhanced Partnership Agreement (CEPA) and raises our partnership agenda to a strategic level. The Armenia-EU partnership is entering a new and more ambitious phase, with a common vision and responsibility aimed at continuously ensuring concrete results for our citizens."
The signed document covers almost all the most important spheres of life. As previously detailed by the High Commissioner for European Neighbourhood Policy and Enlargement Negotiations, Marta Kos, the strategic agenda will include large-scale support aimed at stimulating Armenia's economic development and strengthening state institutions.
However, one of the most noteworthy points of the new agenda relates to the security component. According to official information, "the new partnership agenda will also include cooperation in the field of defense and security." This is a clear signal that Yerevan and Brussels are willing to expand the scope of cooperation to include defense issues.
In addition, the European Union has committed to supporting Armenia in ensuring internal stability and security, especially in the context of upcoming important political events. Specifically, the European side will help counter potential hybrid threats, the spread of disinformation, and cyberattacks in the run-up to the upcoming parliamentary elections.
