International law, and in particular, international humanitarian law, including the principles of legality, proportionality, precaution, and distinction, must be fully applied to all weapons: past, present, and future. We are deeply convinced that these principles cannot be violated or selectively applied in the context of new technologies.
This was stated by the Deputy Minister of Foreign Affairs of the Republic of Armenia, Robert Abisoghomonyan, on September 25, in New York, during the UN Security Council open debate entitled "Artificial Intelligence in the context of international peace and security: addressing complexities, multifaceted impacts, and responsible use," organized within the framework of the 80th session of the UN General Assembly.
In his speech, the Deputy Foreign Minister emphasized the unpredictable nature of conflicts in the modern world, considering the use of unmanned aerial vehicles, artificial intelligence, and lethal autonomous military systems, which result in serious humanitarian and legal problems far beyond the battlefields.
The Deputy Foreign Minister of the RA noted that discussions about the potential benefits of the military application of artificial intelligence can only take place when there are regulations and a common understanding among states. He expressed hope that the UN, particularly the Security Council, acting as a unifying bridge, will contribute to the resolution of the issue.
