Ankara: Captive to Baku or a Coordinated Game?

Yerevan is ready to open the border. Ankara, however, is trying to delay the process by linking it to the effects of a peace treaty between Armenia and Azerbaijan. The Armenian leadership rejects any preconditions, emphasizing that the normalization of relations can contribute to regional peace. At the same time, it is worrying that growing anti-Armenian sentiments in Turkey could hinder real opportunities for normalization.
